Cuba’s socialist government has successfully manoeuvred the political succession from Fidel to Raúl Castro, and on to a successor from the generation born after the 1959 Revolution. However, it has not yet found a recipe against the deep economic and social crisis which has led to a mass exodus, with more than 220,000 Cubans arriving to the U.S. in 2022. With economic reform clearly on the agenda, what are the prospects for change in Cuba? And how can U.S. policy constructively engage with Cuba?
